The best tool for vectorizing an image or design is Adobe Illustrator.

There are several ways to do this. i’ve used, Capture, Canva and Creative Cloud. you can also create a sticker of a subject in a photo on the iPhone.

I use Canva, but you need to purchase a minimum of 25. I use Society 6 for single purchases, but it’s more expensive per piece.
